Riverside County Builds First-Ever Sidewalks for Carver Tract Community, More Phases Planned

CARVER TRACT – Carver Tract, a county unincorporated community located between the cities of Indio and Coachella, now has sidewalks for the first time in the community’s over 70 year history.

The Riverside County Board of Supervisors today certified the completion of the Carver Tract Sidewalk Safety Improvement Project. The project put in the first phase of sidewalks for the 200‑home neighborhood which had lacked sidewalks ever since its development in the years right after World War II.
The county transportation project installed sidewalk on four streets within Carver Tract: the south side of Leyte Ave., the north side of Corregidor Ave., the north side of Lingayan Ave. between Van Buren St. and Luzon St., and the west side of Luzon St. between Avenue 48 and Leyte Ave. The work also included curb and gutters, driveway and alley approaches, new mailbox stands, and installation of a storm drain to help with drainage.
As a County Supervisor, Supervisor V. Manuel Perez has focused on bringing improvements to enhance the quality of life for residents of this small, older neighborhood which is considered a “county island” and has been a very underserved area.
“I am very proud that we just put in the first sidewalks, ever, in the community of Carver Tract,” said Supervisor Perez. “Carver Tract was home to my grandmother during my college years and currently home to an aunt and her family to this day. To see this improvement and to finally have sidewalks, which help residents walk safely in the community and support healthy activity, is wonderful and means a lot. There are two more future projects to build out the remaining sidewalks in Carver Tract, and my goal is to get this done for the residents of Carver Tract.”
The sidewalks were completed in November 2022 in a Riverside County Transportation Department project by contractor S&H Civilworks of Colton.
The authorized construction contract amount was $1.5 million. The final construction cost came in at $1,358,533, a reduction of 10.3 percent, as a result of using less quantities of materials anticipated to complete the work. The total cost of the project was around $2.5 million. The project was funded with a $575,000 grant with the remaining funding from gas tax revenues.
The county transportation department is currently designing the next phases of Carver Tract sidewalk improvements. The county has secured funding for phase two and is seeking funding for phase three that would complete all the sidewalks and drainage improvements.
